Correct. Any tint at all in the front is illegal in IL, too (AFAIK).
It is unlawful to have a sign, poster, window application, reflective material, non-reflective material or tinted film on the front windshield, side-wings or side windows immediately adjacent to either side of the operator. A non-reflective tint screen may be used along the uppermost portion of the front windshield if the material does not extend more than 6 inches down from the top of the windshield. It is also unlawful to park or stand a vehicle on any potion of the public way if the vehicle is equipped with non-reflective, smoked or tinted glass or non-reflective film on the front windshield, side-wings or side windows immediately adjacent to either side of the driver's seat. There is an exemption for persons requiring tinted glass for medical reasons.
Chicago issues tinted window violations under home rule authority. We are aware that laws outside Chicago may be more lenient with regard to the amount of tint permitted on vehicles. However, tinted windows can compromise police officers' ability to see into a vehicle and this can be a serious safety issue for law enforcement personnel.

actually they did pass a law that you CAN have window tint legally. Now chicago might be a little different as they are always "special" but here are specifications for the law
HOW DARK CAN WINDOW TINT BE IN ILLINOIS?
Darkness of tint is measured by Visible Light Transmission percentage (VLT%). In Illinois, this percentage refers to percentage of visible light allowed in through the combination of film and the window.
• Windshield Non-reflective tint is allowed on the top 6 inches of the windshield.
• Front Side Windows Must allow more than 35% of light in.
• Back Side Windows Must allow more than 35% of light in.
• Rear Window Must allow more than 35% of light in.
HOW REFLECTIVE CAN THE TINT BE IN ILLINOIS?
Similar to sunglass lenses, some tinting film contain metallic elements that help in reflecting incoming light and reducing the glare and heat generated by visible light.
• Front Side Windows Must be non-reflective, state law is not specific about what this means.
• Back Side Windows Must be non-reflective, state law is not specific about what this means.
OTHER ILLINOIS RULES AND REGULATIONS
• Restricted Colors No colors of tint are explicitly banned.
• Side Mirrors Dual side mirrors are required if back window is tinted.
• Certificate Requirements Manufacturers of film do NOT need to certify the film they sell in the state.
• Sticker Requirements No sticker to identify legal tinting is required.
• Medical Exemption State allows medical exemptions for special tint. For more details about the specific terms of the exemption, consult your state law.
