I installed it ~5 weeks ago. I heard one small scratch on the bottom
I haven't looked. Saved my bumper 
All hardware included - longer bolts to attach it to the fascia and four stainless screws and washers to fasten the plate to the bracket.
Shipping was an oversize package so a local exchange could avoid ~$17 shipping.
