Excessive heat in cabin??

I was wondering if anyone else experiences excessive heat flowing into the cabin of their cars when the fan is turned off?! I asked a guy at the dealership I bought it at and he said that the A/C unit never fully turns off and that it is always on...?? Does that make sense to anyone?

Ran the absolute snot out of mine this weekend on a 4mi road course staying in the 3k-6500 range of 3rd and 4th during most of each lap. Oil temps up to 275°F..

Never noticed any excessive heat coming in to the cabin, except when I'm using the heater to siphon heat from the radiator.
