Gear swap or Headers and a tune ?

Looking for feedback , thinking doing either a 391 gear swap or long tubes ,cold air,cat back and a tune...… What you think the best bang for the buck? Thanks!!!!

My opinion would be cold air, long tubes and a tune. But it also depends on what you are wanting to get out of it.
