So long as the tune has removed any offending codes, it should pass just fine. They only check via obd2, no more sniffers

Majority of the performance shops tune the right way to where it will bypass the the secondary 02 sensors. My buddy tried tuning his car himself and lowered the sensor reading instead of bypassing them and he actually failed emissions until he went back to speed inc to have them tune it the right way to pass. whos doing the work for you?

RDP.. the tuner also said he locks out the computer which i am worried in the case something goes wrong and the shop being so far from me.

any shop with tuning software would be able to access their tunes and your computer. So you should be ok.

Usually if your service engine light is not on you are fine. I have no cats at all on my 4th gen and just passed last week. Shows how much of a waste those facilities are.

They are not a waste, We are smart enough to get around the smog cops. Plus most of us who have modded cars dont drive ours daily. If they are, it's a small number in comparison to the masses. People who spend money to make their cars faster tend to maintain and fix issues when they happen, not drive on it for 2 years and get pissed off at the poor guy who has to fix it so they can pass emissions on the last day of their renewal.
